ST. KILDA BOROUGH COUNCIL

Tho fortnightly meeting of the St. Kilda Borough Council was held last evening, the Mayor (Mr 0. N. Scurr) presiding over a full attendance of councillors.'

Mr J. M. Paterson -,wrote asking the council's l sanction to ( the connection of a number 'of dressing bo,xes which are being erected on the corner of Forbury road and Ocean Drive, with the water supply.—lt was decided that these boxes be connected with the water, service.

The Engineer (Mrß. B. (Houston) reported that a start had been made in carting out asphalt, which was to be laid on Jackson, Douglas, Council, De Carle, Richardson, and Calder streets, and there were also four blocks in Moreau street and a block'j in Forbury crescent where asphalt was to be laid down. There was not sufficieat material available for completing East and West avenue, and as it would be some months ■ before any other footpaths were ready, this work would bo proceeded with with all speed. The surplus spoil obtained from the Drainage _ Board excavation was being for forming the footpath in Bay View road and by using rotten rock for filling under the kerbs and channels, he hoped to complete the work in this street this season, 'lhe remaining block in Forbiiry crescent had been pegged off, and the kerbs and channels would be constructed after the holidays. He suggested that a block in Forbury road might be kerbed, and also that every endeavour should be made to' keep the work going, as it would not be possible to obtain men to replace the present gang if they left through the work being interrupted.—Cr Dove moved that the engineer's recommendation that East and West avenue be asphalted be not agreed to. —Cr Smcaton seconded.—The motion was carried, and tho report, as amended, adopted. Acounts amounting to £268 9s 8d were passed for payment.

Tho dog tax was fixed at 'lte per year. In accordance with a request from the council, the town clerk supplied a return showing the approximate cost of maintenance of the following streets for the year ended March 31 last and tho rates collected from the properties in each of the streets mentioned: —Prince Albert road, 42 chains, £84- on the total allocation of £800; Moreau street, 34 chains, £4; Forbury road, 32 chains, £8 street, 37 chains, £11; Queen's Drive, 46 chains, £18. Or a percentage basis of the total allocation, Prince Albert road received an expenditure of 10.0 per cent., and the rates collected amounted "to £567 14s; ,Moreau street, .50 per cent., rates collected £217 Is 8d; Forbury road, 10 per cent., rates - collected £257 3s 3d; Princes street, 1.37 per cent., rates collected £416 2s 6d; Queen's Drive, 2.25 per cent., rates collected £674 2s 6d.— The Mayor pointed out that Prince Albert road, which was partly maintained by tho City Council, had received 14.85 uper cent, of the rates oollected expended on it; Moreau street, 1.83 per cent.; Forbury road, 3.37 per oent.; Princes street, 3.64 per cent; and Queen's Drive, which was tho biggest contributor in rates, 2.67 per cent, of the rates collected from this locality. —After a general discussion tho report was adopted. .'xho Works, Water, Lighting, and Reserves Committees' reports, which wero purely formal, were adopted without discussion.

The Finance Committee's report, showing the following balances, was adopted District fund account (debit), £6919 8s sd; special loan No. 2 account, (credit).' £61 Is; special loan account No. 3 (credit), £486 Is ,2d; drainage and sewerage account (credit), £495 8s lOd.
