A Chief of tho Public Works Department, Government Architect, Valuer-general, ■', Chief Health Officer, lUnder-socretary of Internal Affairs or his appointee, and two i persons appointed by the Governor-General -_ " in-Couneil, one of these to be nominated*-! by the Municipal Association of New Zea-- > i, Jand and one by the Institute of Architects. " >; The functions of the commission are to J' hold inquiries and make recommendations, - ~i which, however, are not binding unless ap- J proved by the Minister of Internal Affaire. J|! The Government may declare any town, ill borough, or district a town-planning , area, and the council of that area may, , by ,-.>"; resolution, decide to prepare a scheme and ??, develop a town-planning area to the best <£ possible advantage.
