BOND BELL PASSED. CONTROL OF SUGAR. Australian and N.Z. Cable Association and Rsuter. WASHINGTON, September 16. The Senate passed the Bond Bill without a division. President Wilson has issued a proclamation placing the sugar industry under strict license. It is now virtually under Mr Hoover's control, which will stop speculation.
