RUSSIA'S PROBLEMS
CHAOS IN FINLAND. RIOTING AND STREET FIGHTING. GERMAN INFLUENCE APPARENT. Australian and N.Z. Cublo Association. LONDON, August 22. Hie Daily Chronicle's l'etrogrud concspondent roports a chaotic condition in 1* inland. The Diet has sat for four months, but- the legislative result is practically nil' The Heisingfors militia recently struck, leaving the city unprotected, and drunkenness and robberies were rife, while murders and strikes were frequent. Hie rioters demanded the resumption of the Diet sittings, broke into the Town Council, and iinpiisoned the councillors until they were released by the militia and students. Many were wounded in street shooting. There is a strong undercurrent of proGerman agitation, and the Russian Government has determined to take decisive action to combat and suppress it. MILITARY ASSISTANCE URGED. POSSIBLE HELP FROM JAPAN AND AMERICA. _ NEW YORK, August 22. The New York World's Paris representative says that Le Matin urges sending Japanese troops to reinforce the Russians, also to relieve garrisons in Siberia, thus releasing Russian effectives for the fighting zone.
The New York Snn's Washington correspondent says that the Administration is considering sending a force of 1<X),000 United States troops to assist Russia. RAILWAY STOCK FOR RUSSIA. COMING. FROM AMERICA. ' WASHINGTON, August 22. The United Press Agency has authoritatively learned that the United States will supply Russia with 2500 and 40,000 cars, at a cost of 700,030,000 dollars.
