NEW YORK, August 2L (Received Aug. 22, at 10.20 p.m.) The I.W.W. efforts to precipitate a general strike in Washington, Idaho, and Montana were a complete failure. Only 150 workers responded, whereas the officials predicted that 60,000 would respond.
