REFORMS CONTEMPLATED

PROGRESSIVE POLICY.

Australian and N.Z. Cable Association. LONDON, August 20. in the House of Commons, Mr E S Montagu, Secretory of State for India\ Si reply to a question, stated that the Governments proposed policy for India, with which, the Government of India Was in complete accord, would increasingly associate Indians in every branch of the administration, and promote "the gradual development of self-governing institutions with a, view to realising responsible eovernment in India as an'integral part of the Empire. It had been decided tbr.t he should proceed to India next winter to discuss matters. It had also been decided, added Mr Montagu, to remove the bar to Indians receiving commissions in the army, and nine Indian' officers had been recommended for commissions.
