ANGLO-GERMAN AGREEMENT. Heater's Telegrams. LONDON, July 27. . In the House of Commons Mr J. p. Hope announced that Britain and Germany had ratified the War Prisoners Amendment (arrived at by The Hague Conference). It provides more lenient medical qualifications for repatriation and for internment in a neutral country; repatriation of the worst cases from Switzerland; internment in Holland of 7500 sick and wounded British and German combatant prisoners; also' 6500 officers and noncommissioned officers who have been imprisoned for 18 months, all of whom would be eligible for internment in a neutral country. Holland would also provide for taking charge of 2000 civilian prisoners, preferably invalids. Mr Hope stated that the punishment of prisoners who attempted to escape would be reduced, and all punishments as at present inflicted would • cease by August L Reprisals against individuals would be immediately cancelled, and future reprisals. would be subject to a month's notice.
