"TO SECURE EFFICIENCY."
TO THE EDITOR. Sir,—ln your, report of last night's meeting, under the above heading,-the Hon. John MacGregor is quoted as saying: "No\V he was going to refer to what had been done in the most democratic country in Europe, and that was .France. There, soon after the war, the French people had absolutely abolished the use of absinthe. And this action was taken at the instance of the Commander-in-Chief' of the French Army (General Joffre), who declared the use of alcohol ,to be a crime against national defence." Well, absinthe, like the fiery spirit vodka, is, I believe, little better than, a poison; but lam unable to reconcile the latter part of the statement-, that General Joffre has inveighed against the use of .alcohol in general, with the fact that- the French soldier' has a daily allowance of a pint at least of , the ordinary wine of the country. If I am not mistaken, this information .appeared in the Times quite recently, the enormous number of gallons of wine required to supply the demand for this allowance being also given. If T am Wrong perhaps you will kindly state/so in a foot> note. —I am, etc., May 1. ' Moderate.
