PROMOTIONS TO COMMISSIONS
APPOINTMENTS MADE ON MERIT. (Pbb Ukited Press Association.) "WELLINGTON, April 12. Tho Acting Prime Minister (Sir James Allen) says that the suggestion lias been made- that promotions to commissions at the front were- not always made on merit. He had made careful inquiries, and as fnr as ho could gather appointments wero made on merit. Ho did not want parents to think they could help their sons by applying for them. That could do no good.
