GERMANY'S PLANS.

(Received Jan. 29, at 5.5 p.m.) Le Matin considers it improbable that Germany will carry out a spring offensive, but rather believes she is preparing a vigorous defensive on all fronts, deriving the full benefit of her intense efforts to manufacture shells without risking her soldiers.
