(Received Dec. 28, at 0.5 a.m.) It) is understood tliat Sir Joseph Maclay proposes that owners shall close the tonnage openings in the shelter-deck of steamers, thus enabling the laid line to be safely raised. It is estimated that this will add a quarter of a milliou tonnage to tho mercantile marine.

An Order-imCouncil empowers the naval and military authorities, or the Minister of Munitions, to close or furthCr restrict the hours for licenced premises in any area ; abo music halls and dancing halls, if prejudicial to discipline or the output of munitions.
