According to private advices from Berlin Germany's submarine policy will not bo changed before the American Presidential election. Meanwhile Germany is closely watching Judge Hughes's attitude on this question.

MORE AMERICAN REPORTS,
ALLEGED CAPTURE BY BRITISH.
Renter's Telpgrams. WASHINGTON, October 1.
The State Department has been advised that the British captured the submarine Bremen and towed her to Rosyth (naval base in the Filth of Forth). NEW YORK, October 1.
According to advices recehed in Washington, the Bremen was captured in a Bi net, and is now being held in Scotland. The report states that the submarine was seen at Rosjth three weeks
The under-sea nets are 100 yards long and 60 yards deep, with two bombs attached to each.
GERMAN CHANCELLOR'S ASSURANCES.
OPPONENTS NOT SATISFIED.

Hie Times correspondent at Amsterdam states that Dr von Bethmann-Hollweg's declarations in the Roichstag regarding submarine activity have not appeased his adversaries, who thmk it is time to re\erse the present policy. if err Ballin has angrily lepudiatod the insinuation that his private interests m tho Hamburg Amerika Line, or those of other {drippers, had been allowed to influence his policy. He refused to express a final judgment on the best means to reduce Greit Britain, but his confession of patriotic disinterestedness is considered most significant.
SUNK AND CAPTURED. .. The Times LONDON, October 2. (Received Oct. 3, at 055 am.)
The British steamers Pearl and William George, and the Norwegian steameT Emanuel have been sunk, and the Norwegian steamer Robert Lea, two Dutch tugs, and two lighters have been captured and taken to Zeebrugge.
