— Franco is. suffering from a paper crisis, bur, not for the first time. The Temps says that during tho French Revolution, when the number of Government, offices was erormouslv incteased, and official papers were thereby multiplied, the price of paper rose to an alisuid figure. At one time fine paper was not obtainable for less than £13 % ream, and ink cost £2 8s per bottle.
