A message from Portland (Maine) states that there were three Americans aboard the torpedoed jjritish steamer Yi-er. CAPTURED VESSEL RELEASED. IN TERRITORIAL WATERS. COPENHAGEN, July 21. The Germans release-d the Adam, which will now continue her vo\age southwards in Swedish waters. Three other English steamers have left Finland for England, similarly using the territorial waters with a view of escaping from the Baltic. GERMANY'S POLITICAL LEADERS. QUARRELS. CABALS, AND JEALOUSY. BERNE, July 21. At Monday's conference with Dr von Bethmann-llollweg the party leaders demanded the resumption of unrestricted submarine warfare. The Chancellor replied that the time had not arrived-, though the Government reserved its hbeity of action. The Pan-Hermans advocated that Prince von BuJow shall ieplaco Dr von BethmannHollweg, believing that the Prince favouis submarine ruthlessness. The Pan-Germans previously favoured Admiral von Tirpitz, but the Kai°-er is still hostile to von Tir pitz, this being mainly due to jealousy, as ,von Tirpitz claims to be the creator of the Geiman navy.
