It recommends the formation of a Church Legislative Assembly, consisting of bishops, clergy, and laity to legislate in ecclesiastical affairs, the lay representatives to include a proportion of wageearners. (Received July 7, at 10.50 p.m.) The committee proposes to appoint a Privy Council Committee as the link between the Church Legislative Assembly and Parliament, the committee to be responsible for bringing church laws, requiring parliamentary sanction before Parliament.
