— The shortage of small coin for change has been the cause of an interesting innovation in Russia. To moot tho difficulty postago stamps of the value of 10, 15, and 20 kopecs have, since October 1, been in use as paper money. At the same time they can be used for postage, but they are printed on stouter paper, and have an overprint on the back in black which denotes the_ new use to %Vhich they have been put.
