TIE COMPULSION ACT.
DATE OF OPERATION FIXED. LONDON, February 3. (Received Feb. 4, at 9.50 p.m.) A proclamation fixes February 10 as the date for the operation of the Compulsion Act. This means that unmarried' men who have not attested but who enlist by March 2 will take their places with the Derby recruits who have already been called up. MUST BE TRUE. BERLIN, February 3. (Received Feb. 4, at 9.50 p.m.) The German Bourses have rallied sharply, having received assurances that Germany is settling the Lusitania, question. WAR RATES INCREASED. SYDNEY, February 4. Received Feb. 5, at 1 a.m.) The Underwriters' Association has received London advices of material ad-' vances in the war rates on the Cape Horn and Good Hope routes.
