ST. KILDA BOROUGH COUNCIL
The St Kilda Borough Council met last night; present —tiie Mayor (Mr W. T. M Farlane, and Crs Campbell, M'Connell, KiJpatrick, Dove, Olark, Sutherland, ixig.tr. Mr Thomas E. Rosevcar wrote conveying the thanks of the Harvey Benefit Committee for the free uso of the Coronation Hall on December 8. —Received. The Hon. W. F. Massey wrote acknowledging the receipt of a letter from the council forwarding a copy of a resolution passed by the council urging that a special session of Parliament be held for the purpose of amending "The War Pensions Act, 1915." He had noted the representations contained in the resolution, which would receive the careful consideration of the Government.—Received. The Hon. Arthur Myers wrote acknowledging the receipt of a letter from the council regarding the pensions payable to the soldiers' dependents in the event of death on active service. H© would b« pleased to give the representations contained in the resolution his careful consideration.Mr T. K. Sidey wrote stating that he was making representations to the Prime Minister in the matter.—Both letters were received. Sergeant J. Adam, who was on the hospital ship Maheno, wrote conveying the season's greetings to the Mayor and councillors; also returning thanks for the handsome present the council had given him.— Received. Mr E. Longworth wrote asking tho council to attend to the footpath m Dalgety street, whioh was dangerous for children in its present state. —To be attended to. REPORTS. The Reserves, Band Rotunda, and Fire Brigade Committee reported that tho borough inspector had been instructed to report on the cost of an additinal fire plug being inserted in Ings's avenue, and also to have the plugs in East avenue attended to.—Adopted. The Finance Committee reported that the letter from the Taieri County Council asking the council to join a deputation to wait upon the Green Island Council in opposition to the erectin of a toll bar in the borough had been received. With regard to the resolution passed by the Greymouth Borough Council that the Government be asked to publish the names of the 34,000 persons who were not disposed to serve in any way in connection with the war, and failing that the Government be asked to amend the Act so as to enable it to publish a complete list of the names and addresses of these men, the committee had no recommendation to make. In connection with a letter from the Dunedin acting town clerk declining to pay the (St Kilda) council's proportion of vehicle licenses for last year, the committee reported having :n----structed the clerk to draw the City Council's attention to clause 347, sub-section C of "The Municipal Corporations Act, 1908," which provides that where two boroughs wholly or part situated within five miles of one another, the local authorities may agree that one of them shall collect the license foes and deduct 10 per cent, to cover cost of collection; and that the City Corporation be informed that in view of "its having paid the proportion in question for a number of years, the St. Kilda Council expects the payment to be continued. Tho bank balances were reported to be as follows: —District fund account (debit), £6121 Is 7d; special loan account No. 2 (credit), £211 123 9d; special loan account No. 3 (credit), £1489 18s 9d; drainage and sewerage account (credit), £316 133 Bd.—The report was adopted. Tho Works Committee reported that the Mayor had been asked to interview the Forburv Park Trotting Club and Public Works Department with reference to tho telephone posts on Victoria road being shifted back to the sandhills. Tho committee recommended that Mr Singleton bo given an extension of _ time in which to connect his premises with the sewer. Tho town clerk had been instructed to advertise asking the residents to oonserve the water used through host; taps, as the City Council had advised them that owing to the dry season the water reservoirs were being drawn on to a very large extent.—The report was adopted. ASPHALTING. Cr Campbell brought up the question of tho asphalting of Richardson and Jackson streets, which, he said, was disgraceful. Tho council ought to see that these footpaths wero asphalted in a proper manner. Tho Mayor replied that if there was anything wrong that the engineer's work should be stopped. The Town Clrrlf said the asphalting was lifting on these footpaths. He had told the foreman that they would require another top-dressing. Cr Dove said tho asphalt was too dry before it was pnt on. It was as white as dust. Councillors wero voicing tho opinion of a number of ratepayers in this matter, among whom there was a strong complaint against the engineer indeed. How on earth a proper job was going to he made with the asphalt beinq: used ho did not know, ror did the engineer, in his opinion. The Town Clerk said he was afraid the asohalt would come off again. It was decided that tho Mayor, town rWk. and as manv councillors as possible., with the engineer, inspect tho footpaths referred to next morning. _ The Mayor said that if the engineer was not present, and tho work was as_ suggeflkil, he would take tho responsibility of . stopping the work.
