Germany and Austria announce that they will recognise the empire. DEALING WITH THE REBELS. PEKING, January 15. (Received' Jan, 16, at 5.5 p.m.) Yuan Shih-Kai expects that the revolt in Yunnan will be localised and suppressed in about a month. South China is strongly opposed to him. (Received Jan. 15, at 6.35 p.m.) The Government claims that its troops have been victorious in several sanguinary engagements with the rebels, who were
well supplied with arms and ammunition. Eventually the ammunition gave out, and they then fought desperately with bombs. When they were routed the slaughter was dreadful. Various garrisons are following up bands of the rebels with a view to their extermination.
