— There arc now three European Sovereigns acting in the capacity of'colonel-in-chief of British regiments. T'>c Cznr is the titular head of the Second Dragoons (the Royal Scots Greys), the King of Spain of tho Sixteenth Lancers, and the King of Denmark of the Buffs (the East Kents). Until tho outbreak of war the German Em-, neror, the Crown Prince, and the Emperor Francis Joseph also held coloneleies-in-cliief. — Tho Czar of Russia's simplicity is only matched by his kindness and large-hearted tolerance. On his accession to the throne, when a number of students refused to take the oath qf allegiance, and as a consequence expccted to be sent to Siberia, ho said: "If they refuse to be my loyal subjects, let them l3avc Russia within 24 hours, and live elsewhere until they have acquired another nationality; then they may return, if they please, and finish t.heir education." So impressed were the students that they immediately consented to take the oath.
