NEW YORK, November 16. According to confidential advices received by the Russian Consulate, General Joffre has been placed in supreme command of the allied armies in. all the central theatres. It is asserted that General Jofire made it clear to the British during his visit to England that undivided management would be required to avoid consequences similar to those which happened to the Anglo-French forces ■when the British were left unsupported at Loos. On that occasion what might have been a great victory fell short of the goal because someone blundered. Diplomatists expect an official announcement soon stating that Lord Kitchener , has taken command of the allied , forces in the East.
