RECRUITING IN OTAGO

TENTH REINFORCEMENTS. LEAVING THIS WEEK. Last week's progress return of recruiting in Otago shows that the men required for Otago's quota of the Tenth Reinforcements have come forward in full numbers in all departments except the infantry, which is still 38 short of tie desired number. It is hoped this shortage be wiped off before the men leave Dunedin on Thursday. RESTRICTING EMIGRATION. PERMIT NECESSARY FOR ' ELIGIBLES. (Peh United Pbkss Association.) WELLINGTON, November 15. The Prime Minister to-day informed ft reporter that the Government had taken 6teps to prevent all men over 18 leaving tho dominion without a permit from the Minister or Under-secretary of Internal Affairs. A regulation has been passed and adopted, and will be gazetted immediately.
