NEW BRITISH REGULATIONS,

LONDON, November 10. (Received Nov. 11, at 9.40 p.m.)

An Order-in-Gouncil has been issued prohibiting British ships from carrying cargo between foreign ports after December 1, unless licensed. A second Order gives power to requisition ships for the carriage of foodstuffs other than necessaries. It is not expected that it will be necessary to interfere with the established services between foreign ports, and every effort will be made to avoid disturbing pre-existing business arrangements. A committee thoroughly conversant with shipping has been appointed to issue licenses. A second expert committee/ under the presidency of Mr J. H. Wlritley, M.P., will deal with requisitioning, and also prevent prohibitive freights for foodstuffs. MONSTER BRITISH AEROPLANE. TO DEAL WITH ZEPPELINS. CHRISTIANIA, November 11. (Received Nov. 12, at 1.15 a.m.) The Aften Poster's London correspondent describes a British anti-Zeppelin aeroplane of 200 horse-power. It will. rise 8000 ft in 20 minutes, and is equipped with formidable guns and projectiles.
