The monthly, meeting of the Clutha County Council was held at Balolutha. on Friday; present—Counoillore W. Niool . (enairman), J. JMiwarda, £L E., Jbteei, A. JNorui, J. V/'uinming, JJ. Maginness, j. Christie, VV. M'lntyre, u F. Overton, and dames engineer's eepoet. The Engineer (Mr J: Ramsay) reported as ■follows lor the period enaea ibepteniber 30: —I'ne , following metalling contracts have been completed;— Owaka to Purekireki, M'Kenzie's road. (Gianomaru), , road •"Bay). Maintenance metal has been carted out and put down on tne lollowiiig roads: —Main Roiuahapa road, 211 yards, between Puerua stream and Downie'e hill; 200 yards mam south road between RosebanJc and Four Mile Creek hill; 8i cnams metalling Rata street, Port Molyneux; 60 yards |(from West's quarry), Popo-tunoa-Clinton road; 144 yards-mam south road between Corbett's and Clinton township. Mr P. M'Rorie expects to finish carting out maintenance metal for Popotunoa road 'before next meeting. L have received word from the contractor that the metalling on Waiwera-Lombourne road has been completed. Three 36in new culverts will be required in (South Molyneux riding—one in G-lenomaVu valley, one at M'Kenzie's (Ahuriri), and one on the main Owaka road near Mr Leslie's. Timber has been forwarded, and is now on the ground, for culverts at Rlr Black's, Glenkemch. The cost of making a new road into Mr Houlistoh's section, Taumata, would be about £395.—The report was adopted.—Or Steel stated that the proposed road deviation at Taumata would be
very hard to make, and he moved that this matter be held over.—Agreed *to. Finance The statement of receipts and expenditure was as follows:—Receipts, £2074 10s sd; expenditure, £1783 2s 7d. Genebal , The following motions were carried: — "That tenders ibo oalled for cutting about two miles, moro or less, of scrub on Manning's road." "That tenders be called for metalling 25 chains, more or less, on Allan's road, Hina Hin'a." "That the Government bo asked to supply details of amounts placed on the Estimates for works in the country at an earlier date than is the custom, to enable contracts to bo let and work proceeded with •before the winter months." "That tho tenders that were to have been called for for the erection of a bridge over the Pomahaka River at Burk's Ford, be deferred until next April, and tho Government bo asked to allow the sum allocated for tho bridge to .remain on the Estimates." "That this council applies to the Government £or a grant of £100 for the purpose of forming.a permanent road from the fishing camp at Nugget Bay to the oil store, Nuggets." 'That in future all applications for Government grante be submitted to the council and considered by "it before being sent on to the Government."
. Cr Begg moved:—"That in future in ikuig the general rato the council as a whole fix the minimum rate to be levied."—The motion was lost by 6 votes to 4. Tenders, The_ following tenders were accepted: — Metalling about 40 chains (more or less), road Campbell's to Purakauiti Dairy Factory.—Hy. Hogg, £5 per chain; metalling nine chains (more or less, on Taumata new road—L. Stewart, £5 per chain; gravelling about 40 chains on Mlntyre's road', Glonkenich—Thos. Edgar, 9s per yard; carting etc., about 650 tons Logan's Point metal from Otanorhomo station to road adjoining section 3a, Otanomomo Settlement—Robinson Bros., 2s Id per ton; metalling up to £60 on Waipahi-Pomahaka road—L. Stewart £5 per chain. > For metalling 100 chains (more or less) in four sections on Clinton-Wyndham road.— One tender was received, and this was declined. Fresh tenders to 'be called' in separate sections. Tenders for contracts Nos. 602 a, b, c, and d on Waipahi-Pukerau road, were held over ponding receipt: of authority. OOREESrONnENCE. Mr James Murray, Eristoke, Kaka Point, wrote that he had received notice for rates on 5/19, Eristoke. and ho stated that no such place existed.—Referred to Valuation Doparttnoat. .
The Public Works Department forwarded • a chequo for £108 15s 6d for work done on Owaka to . Purekireki road. (pound • for pound) .—Received. The Minister of Public Works wrote that the council's application for assistance towards widening and metalling portions of Wright's road, Glenomaru, would receive consideration when the Supplementary Estimates were being prepared, also the application for a grant for the formation and metalling of Lakeside road, giving access from section 11, block VI, Woodland survey district, to the main Waikawa road.—ißeceived. The District Engineer, Public Works Department, wrote stating that he had approved of plans and specifications for the following works:—Campbell's to Pourakauiti Dairy factory (£200), Taumata road (£SO). ' —Received. 1 The" District Engineer, Public Works De--1 partment, stated that his head; office advised 1 that the question of issue of authority for Waipahi-Pukerau road was being held over until the end of September, when the amount would be decided. In the mean- ; time the authority should not be anticij pated.—Received. vr Mr r, H >' Maoandrew, District Engineer, IMew Zealand Railways, stated that the matter of private roads at Romahapa was being Jooked into, and further advice wouid be • as .|°° n as possible.—Received. Mr H. Macandrew, District Engineer, wrote asking for a list of level railway crossings under the council's control which required extra notice bourds, together with * i!-u nc , e from the of the railway at which the council preferred notices to be erected.—Left to the engineer to forwarddetails. , The Secretary of the Board of Agriculture -*u ro a gor the council '* approval of the movement to encourage school children to collect grass seed on road lines and waste places during the coming summer, and to devote the proceeds from the sale of such : seeds to the Wounded Soldiers' Fund.—Approved of. , Mr J- Edwards, Rosebank, aoplied for the use for grazing purposes of a piece of nver chaJnage lying between Messrs R. Campbells and R. Craig's, on the Finegand road.—Application declined. Messrs Cookburn Bros., Te Houka, wrote asking tho council to give them a bridge across the Kaihiku Stream. They: offered to do all tho horse work in connection with the erection of the foridge.—The Engineer' said that a bridge as asked for would cost about £100.—It was decided that nothing be done in the matter. . Mr W. S. Reddell wrote that nothing had yet been done towards the erection of a jetty at Pounawea, for which the Government gave, a grant of £50 last year. If was urged that this, matter bo put in hand at once.—lt was stated that the engineer had arranged to have the work done in a few days. . Mr J. C. Richardson, Hunt's Road, wrote complaining about the state of the road leading to his place, which was unsafe to drive on.—To be attended to. ■ Mr Alex. Rae, Tarara, wrote offering to cut scrub on road in front of sections 14 .and 15, block IX, Woodland, at 2s 6d a chain.—Accepted.
Messrs W. Kirkland* S. M'Master, C. Tye, W. O'Connor, A. Croft,, and Jos: "Wilkes, Chaslands, wrote asking the council to have a wire gate erected by Mr Chambers removed from' the Warnock road.—Received. Messrs Chambers and Welsh, Chaslands, wrote that the wire gate was off the road, and they would put up a wooden swing, gate as soon as possible.—Received. Messrs Kirkland and Farquharson, Chas-, lands, wTote drawing attention to .the bad state of the main Catlins-Waikawa road on each sido of the dairy factory. If the council would quarrv 30 yards:of maintenance metal between the Heathfield road and the quarry in block XII, they would do the carting free—Offer accepted; and the work to be done provided the engineer could obtain the, necessary labourers. ' Mr -G. Farquharson and 22' others, Chaslands, wrote that' the £200 grant for the Tautuku-Waikawa road had not been spent, and they asked the council to consider & recommendation that the Public Works De- i partment be asked to expend the; grant under the/direct supervision of' the assistant engineer in charge of Catlins district.—To bo referred to -the Publio Works Department, with a recommendation that the application be givejp. effect to. " .- Mr J. R. Harris, Kahuika, wrote asking the council to get the undergrowth on road

Stewart and Son; oounty solicitors, writing in reference to DrTruby King's request for permission to plant shrubs* etc., . on roadlinc at Tahakopa, stated that there was no express authority giving v a county council power to permit the planting of a belt of trees on the side of a road.—Dr King to be informed that the council could not grant him permission to plant shrubs , on the roadline. M'Phee, secretary of the Katea District Road League, wrote asking that the* following works" be done.as soon as possible:—Quarrying metal in Forsyth's quarry to repair Hunt's; road from Mr Gray's toKatea Sohodl, also quarrying metal in quarry
opposite Mr C. Eason's place'to repair road from Katea School'to Mr Timmin's place. It was also urged that the crusher be put in. the quarry opposite Fairfield dairy factory, vyhere an unlimited amount of hard,metal' oould be procured, and the settlers would cart 1000. yards of metal gratis, to places where it Was required. He also asked for three trucks of. metal for Hunt's road.—lt was decided that the necessary work be done, but'the requ«st in connection with the crusher be held over. Mr John,Craig, Owaka, wrote tendering' •his resignation as rate collector in Owaka.--" Accepted. ' Mr Duncan Campbell, Tarara, wrote stating that there were some very bad holes in the road leading from Campbell's to the Tarara dairy factory,, which made the road almost impassablo for a milk cart.—Engineer to arrange with Mr Campbell to have road repaired. . : ' The Secretary of. the Otago Motor Club wrote, stating that when the Main South road at Ayson's Gap was completed, metalled and rolled, his club would forward itsdonatio'n of £20 towards the cost. —Received. Mr Donald M'lnnes, Clinton, wrote in "connection with his. contract on the Clinton- ■ Clydevale road, statig that he had put down about 30 chains of metal in May, and was compelled to cease work owing to the weather breaking. Sinoe then a consider- , able amount of traction and other' traffio had been done' on" the road, with the result' that the metal had been forced down, cut up, and generally knocked, about. Under .'these circumstances it was "hardly fair, that ' he should be called upon to make this good. He was prepared to rake in and 'trim up the metal, but the council could not,expect him to put on another coat of metal ■'to comply with original measurements, as both depth and width of metal specified were put down in the first instance.-^Reoeived. Mr F. Plew, Riverside, wrote that the puntman at Port Molyneux refused to cross
the mailman, who thrice weekly brought tho mails from Kaitangata to the new post office near the Port Molyneux creamery, at less than his usual fee, and the low remuneration paid to both the mailman and the person in charge of the post office rendered it impossible for them to pay the full fees to tho puntman. The writer requested- the council to make the necessary arrangements to have the mails carried across the punt free of charge.—Bequest granted, arrangement to be made with the puntman to cross the mails free. WAIPAHI-PTTKEBATT BOAD. The Secretary of the Southland Leaguo ' wrote that the question of completing the Pukcrau-Waipahi road had again been considered, and it Was decided to take immediate steps to have a sum of money collected in Southland in order to assist in. the work. The leaguo understood that the Government had decided to give £900 and ."the Clutha County Counoil had £450 on hand., and it was expected that it would cost fullv another £500 to complete tho job. The Otago Motor Club was prepared to raise £100 towards the coat of the road on condition that a further £100 was raised in Invercargill, and that the. two amounts; were subsidised by'the Government and the Clutha' County. There was cvfcry indication that Southland's quota would be collected in a short time. Mr A. S. Malcolm wrote stating that as practically no advantage was taken of the Government's offar last year of a subsidy of J3IOOO, tho Minister had decided to cut this year's subsidy down to £300. Mr Malcolm hoped, however, that ho would restore the balance of £900 to the Estimates, and he was also trving to secure a further subsidy of £400 to meet the £200 additional from Dunedin and Invereargill. Tho Clerk of the Southland County Council wrote asking the Clutha Council to contribute £40 towards the repairs proposed to bo dono on the road. The request was de-: clincd.
