It now appears possible that the operations in the north do not form part of a vast enveloping move, ment, but the beginning of an attempt to seize Petrograd by a sudden dash along the coast road, to which the fleet would contribute by the local command of the sea. The plan was for* midable enough, but the Germans are ,£ * if the y su PP<>se the seizure of Petrograd would paralyse Russia. Moreover, the Germans are already two months late, and Riga and Kovno are not captured.
