ITALY AND AUSTRIA
SIGNIFICANT PREPARATIONS. LITTLE CHANCE OF SETTLEMENT. LONDON, March 20. (Received Mar. 21, at Ej.s p.m.) Dr Dillon reports from Rome that the Minister of Education is ascertaining the military status of all the professors, teachers, and educational employees in Italy; also what number of men the beds of the schools and colleges are capable of containing. It is stated that several of the German and Austrian Consuls are removing their archives. Austria is hastily strengthening her defences in the Trentino, and is employing Russian prisoners and Galician refugees to remove the snow in the high lands. Much artillery and ammunition is on the way to the_ mountain forts, and new batteries are being erected. Austria appears to be willing to cede the Trentino and the territory to" the River Isonzo, but refuses to guarantee political and economic freedom to members of the Italian nationality elsewhere. Italy persists in immediate cession, and Austria favours postponing it Until the end of the war. The prospects of settlement are slight.
