STRONG ENEMY'S FORCES IN THE CARPATHIANS Press Association—By Telegraph—Copyright. LONDON, February 22. Until needed reserves are available It Is the allied armies' duty to prevent the Germans from gaining a favourable decision, and meanwhile forcing them to fight at a disadvantage, involving the enemy in heavy losses. This the French army has done.
