"Eye-witness" states that there seems to bo a difference in the feeling of the German rank and file from, that of some weeks ago. They now realise that a victorious advance is out of the question, and that their duty is merely to hold their ground. Though the idea that Germany is going to gain an advantage commensurate with her sacrifices seems to have disappeared, few of them contemplate the possibility of the defeat or invasion of Germany.

If this desire is general here, how much stronger must it be in France, whose 1 people have suffered the horrors of war. They long to hear more regarding the efforts we are making in the common cause and when they are likely to bear fruit in their deliverance." INSURING A GERMAN VESSEL. UNITED STATES MINISTER INVITES TROUBLE. WASHINGTON, January 21. (Received Jan. 21, at 9.35 p.m.) Despite the British protet, Mr M'Adoo has agreed to issue insurance 011 the Dacia's cargo, which will proceed to Bremen and ris' capture.
