EIGHT-NEW SUBMARINES. Press Association—By Telegraph— Copyright WASHINGTON, December 16. (Received Dec. 17, at 1.50 a.m.) Tenders have been received for eight new submarines. The specifications provide for a surface speed of 21 knots and a submerged speed of 16 knots, with Diesel propulsion and sufficient cruising capacity to accompany 4 the fleet round the globe.
