—Mr Balfour has been presented with the honorary freedom of Hertford, the borourh which first returned him to Parliament 10 years ago. He expressed deep feeling that the old connection should be so marked now that the closing scenes of his public life had come. When the Into Lord Salisbury approached him as regards a political career ho felt by no means clear that politics was the walk in life* best suited to him, but his uncle's obvious view dcoided him. Discussing the characteristics of the common life of England, Mr Balfour declared that there was no element we could jess afford to lose than that of our quiet country towns. The leading dentists of Bristol have opened an establishment, in the city for supplying at low rates dental treatment to the workers, no patient with an income of over £160 a year being eligible.
