The Daily Mail's Capetown correspondent advises that the Justice Department has issued a statement showing that native convicts have been banding themselves into gangs for criminal purposes. a The organisations comprise a a judge, a fighting general, a medical officer, and warriors. Trials are held, punishments decreed, and death sentences inflicted in some cases by stabbing the victim with a sharpened nail, strangling him with a wet towel, or putting powdered glass in his food. These organisations, which are chiefly Zulu, terrorise the natives into membership. *
