BRITAIN'S REFUSAL TO PARTICIPATE.

LONDON, December 22. /The American Press are disgusted with Great Britain's refusal to participate in the Panama Exhibition. The general opinion is that the British Government blundered ba'dly in revealing the agreement with Germany not to participate, Germany would be represented at the ExMbition if she were not bound to the chariot wheels of British stupidity. Tho New York Herald says it has been commonly remarked recently that German diplomacy was constantly outclassing that of the British. What shrewder move, it asks, was possible than for Germany to drive a wedge between Anglo-American friendship?
There is also a general impression that Great Britain is acting in a spirit of petty revenge for the Panama Canal Act.
BERLIN, December 22, The Times's correspondent controverts the view that Herr Baffin's Panama Committee was dissolved owing to the Kaiser's influence. The suggestion that England and Germany are pledged not to exhibit obtains no credence in Germany.
