CONSTANTINOPLE, December 1.
It is stated that under the Anglo-Tur-kish Treaty, which is about to be signed, Great Britain obtains the concession of all the oil wells in Arabia, Mesopotamia, and Syria. The frontiers of Koweit are settled in accordance. with Great Britain's demands to the Sultan,
Koweit is placed under Turkish sovereignty, but is practically independent and entitled to conduct external relations without Turkish supervision, and directly to control the large hinterland.
Under the same treaty tho navigation of tho Euphrates and Tigris is vested in a monopoly known as the International Company, 50 per cent of the stock being held by England, 25 by Turkey, and 25 by Germany. Tho Lord Inchcape group of financiers represents British interests.
