(Received Aug. 28, at 9.55 p.m.) It is stated that Britain will sign an agreement providing for her disinterestediwss in tho Bagdad railway as far as Bagdad. Meanwhije a French settlement with Germany is progressing, giving the latter liberty of action in connexion with the railway in return for certain railway concessions in Syria and-'on the shores of the Black Sea.
