CITY COUNCIL REPORTS.
Tho Public Works Committee recommends that: (1) The several streets in Rbslyn Ward, which have hitherto. been unnamed, bo named as set forth on tho plan prepared by the city engineer, and laid on the table. (2) The offer of Mr A. Fraser, Roslyn, to dedicate a sufficient portion of his land in Charlotte street to permit of tho said street being straightened and widened along Mr Eraser's boundary, and so make it a continuation of the street line higher up, the council to pav the sum of £100 for the land so dedicated, plus £10 for legal costs, and also construct a concrete wall with railing along Mr Fraser's frontage as previously agreed, be accepted. (3) The .plan laid on the table, showing the proposed levelling of the sections into which it is proposed the Caversham Quarry Reserve'should be divided for building purposes, be approved. The committee reports that tenders have been invited: (a) For the supply and delivery of 100 or more gas lamp posts, (b) For the cartage of material from the, Stone Street Quarry, Roslyn Ward, to various streets in the ward. Pay sheets and accounts, perviously passed by the Finance Committee, amounting to £892 19s lOd havo been certified to. Accounts amounting to £1228 12s 7d havo boon recommended to the Finance Committee for payment.
The Library Committee recommends that authority bo granted to purchase books as per list laid on the table. Pay sheets and accounts amounting to the sum of £185 12s have been recommended to the Finance Committee for payment. The Water Committee recommends that the offer of Messrs Park, Reynolds (Ltd.), on behalf of Mr W.i A. Ewing, to lease to tho council for, a term of ten years an area of 549 acres lying in the watershod at Wharo Flat, at a rental of £80 per annum, bo accepted. The committee reports that authority has been granted the city engineer to erect a light bridge over tho Leith below the Woodhaugh Paper Mills in order that easier access may be obtained to the reservoir. At present it is necessary to pass through privately owned land, but the bridge will enable the council to make use of a. right-of-way which was granted to the council many years ago. Instructions' have been given to the Town Clerk to write to all harrier clubs requesting that they will refrain from scattering pieces of paper on tho water reserves in future. Pay sheets and accounts amounting to £522 10s 6d on the revenue (No. 2) account, and £3 0s 9d on the Valley Ward him. account, have been certified to. Accounts amounting; to £5363 9s 9d on the No. 2 account, and £83 17s Id on the lean account, .have been recommended to the Finance Committee for payment.
The Reserves Committee reports havinsr conferred with the various governing sports Mies with regard to the disposition of tho playing ureas on and the planting of tVie Oval' reserve as instructed, and recommends the following agreement: (1) Tliat the reserve be regarded as a playground. (2) That the plan of planting as submitted be approved, excepting that, in regard to the two rows of trees along Princess street and Park terrace, the inner row to be planted three feet inwards from the bound-, ary lino of the reserve, and the outer row be planted on the kerb lines of the streets; further, that provision be made for a running track between the holly hedge on the Anderton's Bay road side, and the row of trees to bo planted 30ft inwards from the hedge. (3) That the pavilion bo erected on -the outer edge of .I'.ie row of trees on the Anderson's Bay rosd side. (4) That a portion of the reserve in the centre bo reserved jig a (Cricket ground. The eommit,tee reports further that the matter of exchange with Mr Stevenson of soil for sand and rock has been again looked into, and I'.ie arrangement now is: That Mr Stevenson is to receive 'about 1000 yards of sand and 200 yards of rock for 200 'loads of good soil, in lieu of nine loads of sand, etc. for one load of soil, as previously reported. The proportion is now 6 to 1, and no money will pass in the transaction as in the previous case. Fayshcets and accounts amounting to £138 17s 7d have been certified to. Accounts amounting to £43 15s 8d have been.recommended to the Finance Committee for payment.
The General Committee recommended that authority be granted to r.strchaso tho St. Clair' Baths from the Duncdin Ocean Beach Domain Board for the sum of £350, this being tho sum which the board has expended on permanent improvements at the batlis out of moneys received apart from its ordinary revenue from the contributing local bodies, t'.ie purchase to tako effect upon tho passing of the 'necessary small Bill through Parliament. Authority has been granted to have tho-Roslyn sanitary contractor's residence connected by telephone in order that inquiries or complaints may receive prompt attention. Instructions 'nave been given to notify tho owners of a number of halls in the city to (it the building') with efficient auxiliary fire escapes in addition to tho main stairways. ?aysheets and accounts amounting to £9 10s 9d on tho municipal No, 1 account, and £108 10s on the abattoir loan account, have been certified to. Accounts amounting to £350 4s 9d on the No. 1 account, and £275 7s 3d on tho abattoir loan account, have been .recommended to t'.io Finance Committee for payment.
The'Electric'Power and Lighting Committee reports that instructions have been given to the Town Clerk to write! to-Messrs Jno. Chambers and Son, Ltd., the contractors for the Diesel engine standby plant, drawing attention to tho seriousness, from our point of view, of the delay which lias taken place in shipping tho plant, and requesting that steps be taken to ensure that there be no further delay whatever by the manufacturers at Home in making shipment. Recent applications for water rig'nts at SVoipori,' enabling the council to increase the heads, for the present power house to 130, and to obtain 200 heads for the future power house lower down the stream, have been granted. These _ increases represent a very valuable addition to the council's rights, and were obtaine?. at small cost. Paysheets and accounts amounting to £1088 Os Id. of which the sum of £400 lis 9d is chargeable to revenue, and £587 8s 4d to the loan, have been certified to. ■ Accounts amounting to £3291 16s sd, in respect of revenue, and £1026 10s 8d for works chargeable to loan account, have been recommended to the Finance Committee for payment. Tho Tramway Committee recommends that authority be granted to duplicate the lino from the Botanic Gardens to Caldor's loop, North-East Valley, at an estimated cost of £3430 0s Od. Paysheets and accounts amounting to £1176 2s 4d have been .certified to. Accounts amounting to £4889 7s--3s have been recommended to tho Finance Committee for payment.
The Gas Committee recommends that tho traders for tlho supply and delivery of bituminous coal for the City Gasworks during the year ending March 31, 1914, bo placed as follow:—(a) 4000 tons to Messrs. Jno. Mill and Co. at 2Ss 6d per ton on wharf for Pelaw Main screened; 20s 9>l per ton on wharf for Brunner small, and 17s 9d per ton on wharf for Brunner slack (b) 4000 tons to the Bruco Railway and Coal Co. at 25s 6d per ton on wharf for A.berdare screened, and 24s 6(1 per ton on wharf for Abcrdarc unscreened, (c) 3000 tons to The Wesrport Coal Co. at 22s per ton on wharf for Westport small. Paysheets and accounts amounting to £561 0s 2d havo been certified to. Accounts amounting to £2686 Os Id have been recommended to tho Finance Committee for payment. ■ ■
The Fiuancc Commrtteo recommends that Mr N. C. Aberncthy be appointed cadet in the Town Clerk's Office, with a. salary at the rate of £50 per annum, the appointment to hold good during the pleasure of the council, and to bn terminable by ono month' 6 notico from either side. The committee reports that the Town Clerk has been instructed to take the necessary steps for the taking of the, poll 'on v the proposal to raise a loan of £175.000' for street construction works. Authority has ! been granted to invito tenders for" the 21 years' building leaso of allotment 47, subdivision of sections 1 and 2, block IV, Upper Kaikorai district. The ppeeial committee in re flip town planning proposal reports having given the nropraals submitted by his Worship the Mayor for serving .the "flat" by a system of tramways "a great deal of consideration, birt as it, feels that it is not yet in a position to bring forward any definite re-
commendation, and as tho council will shortly go out of office, it is recommended that the matter stand over for further consideration at a later date by the new counoil.
