(Received March 7, at 0.10 a.m.) Earl Grey states that he and his personal friends interested in the overseas dominions have subscribed to a guarantee fund of £10,000 in 'connection with the Aldwych site in the Strand. He says that if the dominions choose to manage t.he proposed building, which it is hoped will become the London home of people from the overseas dominions, the promoters will retire without profit, and if the dominions do not care to take the responsibility the promoters will build and take, all the tisk. T,ho maximum profit is to be 5 per cent.
