Uorcluy, whoso namo was a housohokl wont in South Canterbury as the power Presbyterian jninister in tliat district, and ono who probably did moro for educational matters than any other reMr Barclay came to New Zealand in 1805, being then live years old. 110 was educated at the Tima.ru Public School, Christ College, and Otago University. Ho obtained his B.A degree in 1878, being then tiho third in New Zoalond to achieve that distinction. Lnter, lie obtained tho degreo of LI,J)., and having passed tho additional examination, was admitted a barrister and solicitor of tlio Supremo Court, and in 1855 oommcmxxl praotioo in Dunerfn. Ho took a constant interest in educa. tioni! and University matters. He was for many yeans clork of tho Court of Oonvooation. In 1891 ho was appointed I<eoturer on Constitutional History at Otago University, and hold that position for somo yoars. For several years ho was a member of tho AthuntDum Committee, and was vice-presi-dent of tho Miian Sooicty, also holding a position in various clubs and local organisations. lie was an cxtt and out supporter of tiho Stddon Administration, and at tlw election in 1593 was elected a member for the City of Dunedin, his colleagues bcitijj Mr (now tiro Hon.) J. A. Millar, who polled 9007 votes; Mr J. F, Arnold, who |K>lled 8261 votes; Mr .Barclay hi tiVH'lf being third with 7354 votes. Mr Barclay sat lor tho allowed term of three years, but at Uhs election in 1902 ho was fourth on tho list out of tho fivo candidates wlto stood. In 1905 Air Barclay turned tiho tables on Mr Bedford, by this time tho single constituencies having been restored to Dunedin. For Dunedin North there wore only tho two candidates, and tho result of tho polling was; Mr Barclay, 3301; Sir Bedford, 2820. In 1908 Mr Barclay was again a oindidato, being this timo op|»sod by Mr G. M. Thomson, tho present member, and Mr I. Green, At this election tho second ballot system carno into foroo, and Mr Barclay tuxl Mr Thomson woro compelled to again submit thomselvcfl to tho franchise of the electors. At the second ballot the voting was: Mr Thomson, 3583; Mr Barclay, 3581. This, liowovcr, was not final, as absent voters and a wero to bo reckoned with, and eventually .Mr Thomson was declared to bo ricotcd "by 3332, to 3376 |>olled by Mr Barclay. • From 1903 until last general eleot'!on Mr Birolay politically gravitated into the Labonr party, and became an opponent of tho Ward Ministry. If his candidature had boon proceeded with at the last clcotion it would liavo been as a supporter of tho Labour party. A telegram received by a well-known Maori resident in Auokland late on Saturday night indicated that "King" Mahuta was seriously ill at Huntly, and his Bon liad been sent for.
