REGISTRATION OF THE PROFESSION. ■ . BILL INTRODUCED. (FIIOM Ol'lt OWX COItRESrONDKNT.) WELLINGTON, November 4. The Hon. A. L. Herdman introduced this afternoon a Hill which seeks to constitute a body known as the New Zealand Instituto of 'Architects, which will have power to register properly-qualified members of the profession and issue certificates of registration. Unregistered persons who describe themselves as public practising architects or registered architects are to bo made liable to a fine not exceeding £50.

The purposes of the institute arc set out as follows:—To represent generally the views and preserve and maintain the integrity and status of tho profession of architecture and to promote m any manner which the members of the instituto think fit the advancement and welfare of architecture in New Zealand. To make provision for the training, education, examination, and registration of persons practising or intending to practise tho profession in New Zealand. To grant or issue diplomas, certificates, or degrees to members of the instituto nr to other persons in recognition of their proficiency in architecture or in any matters relating to tho duties of an architect. To control and' regulate the practice of the profession of architect ture in New Zealand. To afford means ot adjusting professional differences and to decido all questions of usage or courtesy in connection with tho nrofession. To hold conferences in the principal towns in New Zealand as may lie determined. To publish a journal giving an account of the proceedings of the institute, and such other matter as may be of interest to the profession. To acquire, form, and maintain an art and science library. and museum. To raise money on mortgage of the tho Institute of Architects by issue" of delicnturcs charged on all or any of the property or rights of the, institute.' To afford pecuniary and other assistance to members of the institute who aro in need of such assistance, or to the wifo or children of any member, or to the widow and children of any deceased member. To grant prizes or scholarships or subsidise lectureships in any school, college, or university in connection with any objects of study relating to architecture or to the duties of an architect. To, grant pecuniary or other assistance to any society, school, college, or university established in New Zealand in the interests of tho profession of arcitecturc. A clause of speciaj interest to tho general public seeks to prohibit the cntployment of any hut registered architects by any local authority, committee, or trust elected, delegated, or appointed by the public and acting in an administrative, executive, or fiduciary position, which erects or alters any building at a cost exceeding £1000 out of funds borrowed or held by them as a public body or provided by grants, rates, assessments, or public or private subscriptions. In the case of bridges, tramways, or similar buildings, wbioh are primarily of an engineering character, a registered architect or architects shall be employed to collaborate with the engineer in tho design of such building. • The Bill was rend a first time, and the Hon. Mr Herdman, in reply to Mr Kussell, explained that it was not intended to proceed with the Bill this cession, but that it had been introduced mcrelv for the purposo of circulation.
