When the memorandum was presented a member of the. Chinese Government personally rejected it, but Yuan Shih-Kai repudiated his action. PEKING, September 5. (Received Sept. S, at 11.15 p.m.) A garbled version of the British memorandum in Toganl to Tibet lias caused a virulent Chinese press campaign. One journal characterises tho British policy as conceived resting upon fraud and unrighteousness.
