LONDON, August 22. (Rweived August 22, at 10.20 p.m.) In the course of a sperch at Dalkeith Mr Ramsay Macdonald said the Liberals' blunder# ovev, the Insurance Hill would lie repeated in connection with- land reform unless the, country returned a bigger body of men who had studied the queslion for yea,rs, instead of men who were converted at the eleventh hour. The Labour party's policy was that the unearned increment should belong to the community. He wanted a housing policy with small holdings, but it was necessary first to destroy the existing landlordism.
