OTTAWA, August 22. (Recoived August 22, at 9.15 p.m.) n influential memorial to Mv Hordcn and Sir Wilfrid Lanrier is being prepared in Toronto urging tho removal of tlio naval dcfcnco question from parly politics. It asks both parties to confer, and to give a permanent policy in such a form as to sccuro general adhesion. Tho memorial adds that if tho international relation indicate tho oxistcncc of an urgent situation Canada should give immediate evidence of its responsibilities in a notable mid adequato manner. Canada's motivo is not to 'rentier acuto the tension between llrilain and any l'ower, but to show her practical belial that an effective navy implies tho proserration of tho world's pcacc and demonstrates the strength of tho overseas resources.
