NEW YORK, August 21 The State Department considers that the conditions in Nicaragua are sufficiently serious to warrant tho despatch of 2000 bluejackets and marines to protcct forcignus' lives r.itd,ptoperty. The cruiser California has been ordered to Panama, and th« transport Prairie has been ordered to embark 700 marines for Colon. The bluejackets will bo taken by rail across tho isthmus of Panama, to embark aboard the California, when they will leave promptly for San Juan and Del Sur and C'orinto. According to reports received by the State Department, a detachment of 5000 Nicaragnan tops defended the city of I>con unsuccessfully. The rebels besieged them and captured the town, and massacred the entire force of regulars, only 70 men escaping. The general conditions throughout tho country arc chaotic.
