In the Reichstag the Minister of the f Interior (Hen- Delbruck) stated that their ' foreign industries had grown stronger. f faritfs had not helped Germany against 5 Protectionist countries, but Frcctrade ' England had. Private monopolies might f become more dangerous than State mono- 1 polies, and Germany might have gradually to transform her privato into State monopolies, tlwugh the time was not vet ripe.
