In the House of Lords Lord Ivmmott, replying to Lord Ampthill regarding tho , status of Indians in South Africa, said In; believed the situation was improving. The Union Ministers had tried to mot the Government on the more important points. Lord Selhorno said that, without underrating the case for the Indian, it was necessary to understand the South African view. Tho question really was one of Eastern versus Western civilisation. Indian pom|>etition in South Africa was serious, and if it were not- restricted the European trader would disappear. If English tradesmen were subjected to similar competition, English opinion Would not remain as impartial as it now was. It was an unsound argument to sav llial all kinds of subjects had tho same rights in all parts of tho Empire. The special interests of each should he the first consideration. South Africans desired a restriction of Indian immigration, while treating those already domiciled in the country fairly. Lord Crewe, hoped he had put the position clearly before the Imperial Conferonce. He trought Lord Ampthill somewhat pessimistic in thinking that the conversations of the Imperial Conference on the subject had no result. He testified to the goodwill of Union Ministers, but ho was ;if raid that that goodwill was not universal throughout. South Africa. There was. lie slid, a good deal of piojudire beyond trade competition, and he deprecated the treatment that had been extended to educated Indians. The Times says that the only remedy for South Africa is a permanent public service commission similar to that in England and Australia. Mr Merriman had formally proposed the appointment of such a coinmissioil, but it was rejected.
