A JOURNAL'S APPEAL. BERLIN, February 4. The Tngcblatt makes a strong appeal in favour of an Anglo-German entente and mutual co-operation for tho development of the uncivilised countries of Africa and Asia. Its remarks are particularly addressed to the Chauvinists in Great Britain on tho one hand, and to Anglophobo Pan-Germans on tho'other, with a eeriona warning as to the terribly ruinous results that would follow any conflict.
