In a Bpeech at Newcastle Lord Selborne, referring to the utterances in the Reichitag expressing hostility to England and a desire for war, said that Eng. land had tile right to ask for an explanation in regard to what were tho aspirations of Germany which England had tried to thwart. Either too much or too little had been said.
