WASHINGTON, June 28. Senator Penrose's defeated motion proposed that the veto on the Reciprocity Bill be taken on July 24, tlwt on the wool schedules on July 26, and on the Free List Bill on July 28. The reason why H _ was defeated "is believed to be that it is the intention of the Democrats to pass their Wool and Farmers' Free List Bills before they approve the Ree.jprocity Bill, thus compelling Mr Taft to accept them a]l or to lcee the latter. The Reciprocity Bill was advanced a stage in a remarkable manner. .While the Senate Executive was in session for 15 minutes, the President (Mr Sherman), finding no one ready to speak, announced that the bill would be reported from Committee of the Whole to the Senate The bill had actually passed this before members realised what was happening. There were angry protests, as the committee stage precluded the possibility of a vote on the measure. Senator Penrose finally acceded to the bill returning to tlie committee stage,
