(2) A river engineer's certificate- is deemed equivalent to a second cfcationary enginedriver's certificate, and Uμ holdor thereof oan take charge of any land ongine (except a winding engine) with cylindors not exceeding 200 circular inches, and of its boilers, or of any boiler to which no machinery is attached.
