RUMOURS OP SERIOUS FRICTION
FEELING OVER RAILWAY
MATTERS.

According to a cablegram that has been received at Thursday Island rumour's were current at Vladivostock regarding tension between Japan and China.
Tile Tung Wall Tinier' correspondent at Peking states that the Viceroy of Manchuria ha 6 wired to tho Government at i J eking reporting the situation there as becoming more critical daily, and asking that it shall be decided at once how he shall deal with it. He points out that Japan has been secretly making plan? and sketches of all important points of defence, lias been pouring her troops into Manchuria, and has been enlisting bandits for military service.
In consequence of these disqueting reports several high officials have been despatched to Manchuria to investigate railway matters, which are said to be at the bottom of the immediate trouble. The Chineeo propose starting a railway from Kai-lung-Kiang to Kai-ohuan, in order to connect with the Southern Manchurian line, which is under Japanese control, The Japanese regard this move with suspicion, and allege that it will adversely affect Japanese interests. On the other hand, China complains that Japan has in many ways interfered with her sovereign rights in Manchuria.
