Unless tho salary is a good deal higher than thoy aro receiving in their regular employment, tfroy are usually very rclucto whore they will bo moro or less oT sight professrionally, and- this difficulty senous bearing on tho appointments which aro now. being .made. t>j 0 Director of Military Training and Mueation is to bo Lioutenant-colonci Mivard Sovpnn Hoard, who is at present m command of tho 2nd Battalion, tho Worthumboritmd. Fusiliers, stationed at Doyct. Bom in 1863, Coloilcl Heard joined tho' South Yorkshire Regiment as a second keut&nQ&t in 1883, and ■ later in tbo same , year transferred to his nrcsont regiment with tho full rank of lieutenant. 110 served through .tho' Hazard Campaign in 1888, .receiving tho medal and clasp. Ho became captajn. in 1892. Krorai 1897 to 1900 ho. was an instructor at tho Staff Collogo. Going to South Africa with his . regiment in 1899, iio was employed tliero, on special sorvioo, «.nd was afterwards on fiio staff m charge of tho Intelligence . Department in Capo Colony. In 1900 and 1901 hp; wan Deputy-assistant Adjutantgeneral in South Africa, and in tho latter year.-ho _.was mentioned in despatches. For his.'servioes m that campaign -lie received tne. Qiioen's Medal, with threo ekisps. VVhSo in tho field in South Africa he was promoted major, and on returning home ho .was reappointed to. tho Stall College, whofo ho served from 1901-4. Colonel Heard reoeived his present rank in 1908, fiinco which dato he has commanded his battalion. Colomol Heard is a son of Mr Kdward Heard, of BaJliniubbor, and a member of a very old County Cork family. Ho mar-ried-in-1893 Gcor-gina Gertrude, daughter of ; General Bcauchamp W. B. Al'Grath. As in# appointment was only fixed up to-day, it as. not yot known when, Colonol Heard will leovo for New Zealand.
